I used to suffer from SAD when living in Truckee. The winters there, though sprinkled with brilliant sunshine between the mega-storms, were long and oppressive if you didn't indulge in winter sports. Then we moved to Minden, NV and every year since, on the dot of July 1st, I and most of the lovely flowers in my garden succumb to lethargy and depression. When I went to my doctor to find a reason, after many tests, she looked me straight in the eye and said with resignation, "Maybe it's July."
Sorry, Fran, but "City spokeswoman [name withheld] said the tax proposal is a result of city revenues not keeping up with expense" is not the obvious. Cities usually want more tax money to grow the bureaucracy and the power of electeds.
